Safeguarding Cyprus’s Tourism Industry Conference

The British High Commission, in collaboration with the Deputy Ministry of Tourism, is the “Safeguarding Cyprus’s Tourism Industry Conference”. The conference will officially launch the Counter-Terrorism Awareness E-Learning Training Programme on Wednesday, 26 November 2025, at the City of Dreams Mediterranean.
This initiative marks the first formal rollout of its kind in Europe and represents a major advancement in joint UK–Cyprus efforts to strengthen public safety and preparedness within the tourism industry.
The programme has been developed by the UK Home Office specifically for the Deputy Ministry of Tourism, as part of a strategic initiative to strengthen protective security in Cyprus’s tourism industry. It is designed to equip professionals working in busy environments, such as hotels, airports, ports, restaurants, bars, shopping centres, and entertainment venues, with the skills to identify and respond to a range of serious threats. These include suspicious behaviour and items, bomb threats, firearm and weapons attacks, and insider threats.

Mr Michael Tatham CMG assumed the role of British High Commissioner to the Republic of Cyprus in November 2024. Previously Mr Tatham was the Delivery Director for the European Political Community Summit hosted by the UK in July 2024. He was the UK’s Deputy Head of Mission in Washington DC from 2018 to 2022. He has completed a number of diplomatic postings and has specialised in supporting post-communist transition processes and conflict resolution in Central and Eastern Europe and the Western Balkans. Mr Tatham has also served as Director Eastern Europe and Central Asia; Political Counsellor at the UK Mission to the United Nations; British Ambassador to Bosnia and Herzegovina; Head of Western Balkans Group in the then FCO; Deputy Head of Mission at the British Embassy in Prague; and Private Secretary (Foreign Affairs) to the Prime Minister.

Dr Costas Constantinou is the Permanent Secretary of the Deputy Ministry of Tourism in Cyprus, since July 2023. He oversees tourism policy implementation, with particular emphasis on tourism product development, tourist season extension, and the promotion of Cyprus as a destination, while also chairing various committees and managing the development of state infrastructure related to tourism. Previously, he served as Permanent Secretary of the Ministry of Interior, managing, among other matters, urban planning, migration, and civil protection. He has also served as Director of the Geological Survey Department, contributing to policy development in mineral and groundwater resources and geohazards management.
Tatika Aldous-Creary is Head of the Joint Overseas Protect and Prepare Programme and Protective Security for Vulnerable Communities in the UK’s Home Office. She is a National Security expert who has worked in this field for over 20 years. Tatika has held previous appointments in operational, analytical and policy roles and served as a UK counter-terrorism attaché. She also holds an MA in National Security Studies from King’s College London (KCL)

Voula Loizou is a Political Officer at the British High Commission, leading on Counter Terrorism Policy and Crisis Management, and actively engaged in Justice and Home Affairs. She began her career at the British High Commission in trade advisory, facilitating strategic growth and market access between UK and Cypriot companies. An HRDA-Certified Trainer with a BA in Business and an MBA from leading UK institutions, Voula brings over a decade of experience in public policy, international relations, and strategic advisory. Her work bridges diplomacy and security, contributing to effective policy responses in complex and rapidly evolving environments.

Chloe McIntosh is the British Consul based in Cyprus. She specialises in consular operations and crisis response. She works closely with regional leadership to deliver high-quality support to British nationals abroad, with experience in complex welfare cases, emergency assistance, and strategic initiatives to streamline consular practices. Chloe is passionate about improving service delivery and fostering collaboration across teams to enhance resilience and efficiency.

Is a former UK Police Inspector of 13 years’ experience, who in 2019, was appointed Group Director of Security, Health, Safety, Crisis and Business Continuity for the TUI Group. Marc has led TUI’s crisis response through several significant Crisis situations, such as the COVID pandemic, 2023 Rhodes wildfires and more recently Hurricanes Beryl & Mellisa. Marc, has led a complete change in the companies’ approach to operational safety and security risk management, driving and industry wide change in how operational risk is managed within TUI and tourism industry more generally. He has pioneered the use of data science and artificial intelligence to better understand the ‘true’ risk picture and required risk mitigation strategies to safeguard customers and colleagues. Marc has a passion for travel as you would expect and lives the in the east of England with wife Jessica and two young daughter, Isla & Reenie

Angelos is a Chartered Accountant Fellow member of the Institute of Chartered Accountants in England and Wales (ICAEW). He has retired from PWC in Cyprus from the position of COO and member of the Management Board. During his 30-year career with PwC he has served in a number of positions and was in charge for the development of various services of the firm including Corporate Legal and Secretarial, Local Compliance and Hospitality and Leisure Services. His role in Operations included interalia IT and Property management. He is a member and past Chairman of the board of the International Society of Hospitality Consultants (ISHC) and a Member of the Institute of Certified Public Accountants in Cyprus, having wide experience on various financial consultancy matters. Has lectured extensively both in Cyprus and abroad. His articles on Tourism and business matters have been published in Cyprus and Internationally. He has served on numerous committees for the development of the Cyprus business community. Has also conducted a number of studies for the Cyprus Government and local authorities. For many years he assisted the Cyprus Hotel Associations and other affiliated bodies on industry related matters. He has been a member of the Board of Pafos Chamber of Commerce for six years (1999-2005) and a member of the Board of Nicosia Tourist Development Company (2007 – 2011). He is the Special Advisor to the Association of Cyprus Tourist Enterprises (ACTE). He has assisted the District of Pafos as the Project Manager, in their successful bidding endeavours as the European Capital of Culture for 2017. He has served as the Chairman of the Board of the Cyprus Tourism Organisation (2014-2018) and now serving on a number of Company Boards

Active member of the International Compliance Association (ICA).

Neil Barrett has been with TUI for just under Three years having previously worked in UK Law enforcement investigating serious crime such as Homicide, Organised Crime, Rape and Police corruption, also the management and dissemination of Intelligence. His role within TUI is that of an Intelligence manager, managing Threat, Harm and Risk and the monitoring of serious incidents that may require investigative oversight and support. He has looked to utilise his experience of safeguarding from roles within Child Abuse, Domestic Violence and exploitation of vulnerable persons to take a partnership approach towards creating a safer environment for our customer.
