Γενικές Πληροφορίες

Για ένατη συνεχή χρονιά, η Εθνική Αρχή Στοιχημάτων (ΕΑΣ) διοργανώνει το Συνέδριο Ασφαλούς Παιχνιδιού, στο πλαίσιο της Εβδομάδας Ασφαλούς Παιχνιδιού 2026, η οποία αποσκοπεί στην ενημέρωση και ευαισθητοποίηση των παικτών και του κοινού για την ασφαλή συμμετοχή στο στοίχημα και τα τυχερά παιχνίδια.

Στο Συνέδριο, καταξιωμένοι επαγγελματίες και αρμόδιοι φορείς θα μοιραστούν γνώσεις και απόψεις με τους συμμετέχοντες, εστιάζοντας στην ασφαλή ενασχόληση με το στοίχημα και τα τυχερά παιχνίδια και θα παρουσιάσουν τις πιο πρόσφατες εξελίξεις που αφορούν στο ασφαλές παιχνίδι.

Dr. Joerg Hofmann

Partner Melchers law firm, Germany, Melchers Law Firm

Dr. Joerg Hofmann is head of the Betting and Gaming Group of Melchers Law Firm in Germany. He is a Past President of the International Masters of Gaming Law (IMGL). He has been consistently ranked as a “Leading Individual” in Gaming & Gambling by Chambers Global and listed among “Germany’s Best Lawyers” in the category “Gaming Law” by Handelsblatt and BestLawyers. He frequently publishes articles in international professional journals and speaks regularly on leading gaming law conferences around the world. Who’s Who Legal granted Joerg the global award “Gaming Lawyer of the Year” in 2023”. Joerg lectures in gambling law at the University of Heidelberg as well as at the Bucerius Law School in Hamburg.

Panagiotis Trisokkas

President National Betting Authority

Panagiotis Trisokkas is President of the National Betting Authority, a position he has held since October 2024. He holds a Bachelor’s degree in Business Administration from Frederick University and a Master’s degree in the same field from Kingston University in the United Kingdom. Prior to his appointment, he spent ten years as a banking officer at Eurobank Cyprus. Panagiotis was also a professional basketball player for two decades and captained the Cyprus National Basketball Team. He has held leadership positions across several sports organisations, including serving on the Boards of the Cyprus Olympic Committee and Cyprus Sports Organisation.

Lucy Herodotou Mouskou

Director, Financial Management of the Central Government Directorate Ministry of Finance

Lucy Herodotou Mouskou is Director of Financial Management of the Central Government Directorate at the Ministry of Finance of the Republic of Cyprus. Her responsibilities span public financial management and governance, policy advice to senior government decision-makers, state housing policy, government property rentals, public procurement, and policy matters relating to the gambling sector. She also represents the Ministry on various statutory bodies and committees and oversees specialised financial policy matters. Lucy holds a BSc in Economics from the University of Surrey and an MSc in Management Science from Imperial College London.

Dr. Gerda Reith

Professor of Social Science University of Glasgow

Dr. Gerda Reith is Professor of Social Science at the University of Glasgow and Deputy Director of the Gambling Harms Research UK Evidence Centre. She is a member of the World Health Organization’s Expert Panel on Gambling and served as a Commissioner on the Lancet Public Health Commission on Gambling. Her research focuses on the social, environmental, and commercial drivers of gambling, as well as the relationship between gambling harm and social inequality. Gerda has published extensively in these areas, with her work translated into several languages. Her latest book is Addictive Consumption: Capitalism, Modernity and Excess.

Dr. Michael Auer

Independent Gambling Researcher

Dr. Michael Auer is an independent gambling researcher who has published more than 50 academic studies, with much of his research drawing on objective, real-world data from online and land-based gamblers. His work has contributed significant insights into gambling behaviour, markers of harm, and the impact of personalized feedback. He has also explored the relationship between Responsible Gaming and player loyalty, demonstrating that responsible gambling behaviours can be associated with greater player loyalty. Dr. Auer holds a Master’s degree in Statistics from the University of Vienna and a PhD from Nottingham Trent University.

Quirino Mancini

Partner & Director WH Partners Italy

Quirino Mancini is a Partner and Director of WH Partners Italy and a leading Italian specialist in sports, media, and gaming law, with over 20 years of experience. He advises online and land-based operators in Italy and internationally on legal, licensing, regulatory compliance, and business matters. Quirino is the immediate past President and a member of the Executive Committee of the International Masters of Gaming Law (IMGL) and a long-standing member of the International Association of Gaming Advisors. A regular speaker at major international gaming conferences, he also advises investors on regulatory developments and industry trends and is consistently recognised by Chambers as a leading gaming lawyer.

Spyros Tsakonitis

Legal Counsel National Betting Authority

Spyros Tsakonitis is Legal Counsel at the National Betting Authority, where he has served for over four years. In his role, he has been involved in the implementation of the online betting licensing process and the broader review of the applicable legal and regulatory framework. He holds an LL.B (Hons) from the University of Westminster, an MSc in Politics from Birkbeck, University of London, and an LL.M in International Shipping Law from Queen Mary University of London. Spyros was admitted to the Cyprus Bar Association in 2015.

Panos Giannousis

Head of Legal & Compliance

Panos Giannisis is Head of Legal & Compliance at Stoiximan, overseeing Regulatory Compliance, AML, Responsible Gaming, Data Protection, and Legal functions. He previously served as Compliance Manager at Kaizen Gaming, Senior Legal Counsel at EY, and Legal Counsel at Viva.com. A Supreme Court Attorney in Greece with over a decade of experience, he has guided organizations through complex regulatory environments with a focus on aligning legal certainty with business growth. Panos has also completed executive training at leading institutions, including Harvard University and TÜV Austria.

Anne Marie Caulfield

Chief Executive Officer of the Gambling Regulatory Authority of Ireland.

Anne Marie Caulfield is Chief Executive Officer of the Gambling Regulatory Authority of Ireland, bringing extensive experience in senior Civil and Public Service roles. Appointed CEO-designate in 2022, she spearheaded the development of the GRAI ahead of its formal establishment in 2025, building the organisation from one staff member to over 60 roles across licensing, compliance, enforcement, consumer protection, communications, corporate services, and IT. Previously, she served as Director of the Residential Tenancies Board and held a senior role in the Department of Public Expenditure and Reform. Anne Marie holds a BComm and MBA from University College Dublin.

Dr. Spyros Christou-Champi

Head of Social Protection, Responsible Gaming and Communication Cyprus Gaming and Casino Supervision Commission

Dr. Spyros Christou-Champi is Head of Social Protection, Responsible Gaming and Communication at the Cyprus Gaming and Casino Supervision Commission, focusing on player protection, gambling-related harm prevention, and responsible gaming measures within the casino sector. With a multidisciplinary background in public mental health, he combines scientific evidence, regulatory practice, and prevention policy. His work includes developing responsible gaming initiatives, researching problem gambling and associated risk factors, and collaborating with national and international partners on harm minimisation and safer gambling. His research interests also include stress regulation and vulnerability to problem gambling, with an emphasis on translating evidence into effective prevention and player protection practices.

Tom Smith

Data Scientist UK Gambling Commission

Tom Smith is a Data Scientist at the UK Gambling Commission, where he uses data and technology to better understand illegal online gambling. His work focuses on identifying illegal gambling activity, analysing how the market is evolving, and assessing the effectiveness of disruption efforts. Through his role, Tom applies data-driven approaches to support the Commission’s understanding of the illegal gambling landscape and its efforts to address emerging risks within the online gambling sector.

Francesco Rodano

Group Head of Responsible Gaming Allwyn

Francesco Rodano is Group Head of Responsible Gaming at Allwyn, where he leads group-wide player protection strategy across its lottery and gaming businesses. He previously spent a decade at Playtech as Chief Sustainable Gambling Officer, leading BetBuddy, an AI-based behavioural analytics and player protection platform deployed internationally. From 2007 to 2016, he served as Director of Remote Gaming at ADM, Italy’s gambling regulator, where he developed the national online gaming framework. He also represented Italy on the European Commission’s Expert Group on Gambling Services and has extensive experience across technology, international policy, and responsible gaming.

Jaka Repansek

Legal & Regulatory Consultant International Masters of Gaming Law (IMGL) – General Member Slovenia

Jaka Repansek is a legal and regulatory consultant providing business and legal support to companies across the telecom, internet, media, entertainment, and gaming sectors. A General Member of the International Masters of Gaming Law (IMGL), he advises public-sector organisations and domestic and international companies on media, gaming, and digital regulation. He previously served two terms as President of the Slovenian Advertising Tribunal. Jaka is also a permanent lecturer at the Higher School for Applied Sciences and Ljubljana School of Business, and regularly contributes as a speaker at professional seminars and international conferences.

Nikolaos Nikaris

Senior Business Development Consultant bet365

Nikolaos Nikaris is a Senior Business Development Consultant at bet365 with over 20 years of experience in the global gaming industry. With a multidisciplinary background spanning consulting, engineering, manufacturing, and business management, he specialises in strategic growth, contract negotiations, high-value business development, and complex strategic initiatives. His experience also covers compliance, budgeting, marketing, gaming analysis, business strategy, and customer retention across international markets. Nikolaos holds a BSc in Energy Studies from Coventry University’s School of Engineering and an MBA in Manufacturing Management, combining technical expertise with strong commercial and strategic capabilities.

Constantinos Daltas

Managing Director, RedWolf Ogilvy

Constantinos Ntaltas is Managing Director of RedWolf Ogilvy and Chairman of the Board of the Cyprus Advertising Agencies Association (SDEK). With a career in media and communications spanning more than three decades, he has held executive roles across television, radio, newspapers, digital media, and communications agencies in Greece and Cyprus. His experience includes political strategy, campaigns for leading international brands, and the management of numerous communications crises. Constantinos has served as a judge for the European Effie Awards and contributed to projects receiving more than 80 distinctions. He is also the founder of the Larnaka International Marathon Radisson Blu and a shareholder in the Investrace Group.

Dr. Chara A. Demetriou

President Cyprus Psychologists Association (CyPSA)

Dr. Chara A. Demetriou is President of the Board of the Cyprus Psychologists Association(CyPSA) and Assistant Professor of Psychology at the American University of Beirut – Mediterraneo. A registered Clinical Psychologist, she has academic, research, and professional experience across clinical psychology, mental health, and prevention. Through her institutional role at the (CyPSA), she actively contributes to public dialogue and collaborates with governmental and other stakeholders to strengthen mental health services, prevention initiatives, and the promotion of mental well-being in Cyprus.

Christina Savvouri

Enterprise Partnership Lead Mindway AI

Christina Savvouri is a British-Cypriot commercial leader and entrepreneur with over 20 years of experience building partnerships and opportunities across global markets. A trilingual MBA graduate, she has developed her career across complex, regulated gambling markets at the intersection of technology, commercial strategy, and player protection. Previously with Gaming Laboratories International (GLI), Christina recently joined Mindway AI as Enterprise Partnership Lead, where neuroscience, psychology, and artificial intelligence combine to identify at-risk gambling behaviour and enable earlier intervention. An international speaker and passionate network-builder, she has a strong interest in people, behaviour, and the potential of technology to drive meaningful change.

Simo Dragicevic

Co-founder, AiR Hub International Gaming Institute, UNLV

A technology entrepreneur in the gambling sector since 2010, [Name] founded BetBuddy, an early mover in AI and RegTech that was acquired by Playtech in 2017, where he later served as Managing Director and Head of AI. His machine learning research has been published at leading international conferences and in peer-reviewed journals. He has served on the board of Great Britain’s Gambling Commission and co-founded AiR Hub, the AI research lab at UNLV’s International Gaming Institute. He is also Executive Editor of its annual State of AI in Gaming report and a Fellow of the International Gaming Institute at UNLV.

Graziella Caffari

Senior Executive – Player Protection Malta Gaming Authority (MGA)

Graziella Caffari is a Senior Executive within the Player Protection Team at the Malta Gaming Authority (MGA), where she supports initiatives focused on strengthening player protection and responsible gambling standards across the regulated gaming sector. With over 11 years of experience in gaming, including nine years at the MGA, she has developed expertise across regulatory supervision, compliance, and player protection. Prior to her current role, Graziella worked with a gaming operator and spent three years within the MGA’s Anti-Money Laundering function. She holds a Bachelor’s degree in Criminology and an MBA, combining regulatory, analytical, and strategic expertise in support of effective player protection and regulatory oversight.

Η Εθνική Αρχή Στοιχημάτων αποτελεί εποπτική αρχή και διέπεται από τον περί Στοιχημάτων Νόμο του 2019. Η ΕΑΣ είναι αρμόδια για την αδειοδότηση, ρύθμιση και εποπτεία της στοιχηματικής δραστηριότητας που διεξάγεται εντός της Δημοκρατίας.
