The Cyprus International Tax Conference is considered one of the most important gatherings for tax professionals in Cyprus. This year’s conference is taking place amidst a radically changing landscape in international tax, which will bear an impact on the upcoming Cyprus tax reform currently under preparation. This year’s conference aims to explore the main drivers behind EU and international tax policies, as well as the potential impact on Cyprus tax legislation and practices for both tax practitioners and companies in the main sectors of the economy.
Tax experts from both Cyprus and abroad, including policy makers and private sector leaders in their respective fields, will take the stage to share their insights on the changing architecture of international tax. Kyriakos Iordanou is the General Manager of the Institute of Certified Public Accountants of Cyprus (ICPAC) since January 2012. Prior to that, he served as a Council member between 2002 to 2011, rising to the position of the Vice President (2009-2011). Kyriakos Ιordanou is a Fellow of ACCA, member of the Chartered Institute of Public Finance and Accountancy (CPFA) and a Fellow member of the Institute of Chartered Secretaries and Administrators (FCIS), as well as a Certified Internal Auditor (CIA) and a member of the Chartered Institute of Marketing (MCIM). He also served as a board member of the Cyprus Institute of Internal Auditors (2006-2011). In 2019, he was elected as the President of the Parallel Parliament for Research, Innovation and Digital Governance.

Benjamin Angel is currently Director for direct taxation, tax coordination, economic analysis and evaluation, in the Directorate General for Taxation and Customs Union of the European Commission (TAXUD), where he has also served as Director for indirect taxation. He has been Director for the Treasury and Financial operations and Director for the economies of the Member States in the Directorate General for economic and financial affairs (ECFIN). He has been a member of the cabinet of three European Commissioners for economic and monetary affairs (Yves-Thibault de Silguy, Pedro Solbes and Joaquin Almunia) and has served as Head of the unit ‘Financial institutions and stability mechanisms’ in DG ECFIN. Benjamin Angel has a PhD in law, a master in business administration with a specialisation in finance, a master of public administration with a specialisation in economics and a master in political science.

George Panteli is the Ministry of Finance Permanent Secretary. He studied Economics at Queen Mary College and he holds a master's degree in Public Administration. His professional career started at KPMG. Subsequently, he was employed at the Ministry of Finance and in 2014 he was appointed Director of the Economic Research and European Union Directorate. George Panteli is the Cyprus’s representative in the Economic and Financial Committee of the European Commission and the Eurogroup Working Group, he participates in the meetings of the Eurogroup and the ECOFIN Council and is a member of the Board of Directors of the European Stability Mechanism. He participates in various BoD of Organizations such as the Bank of Cyprus Oncology Center, the State Health Services Organization. He is the President of the BoD of Asset Management Cooperative Company and is the Head of the Economy Working Group of the negotiations for the reunification of Cyprus.

Soteris A. Markides holds a BA (Hons) degree in Accounting and Finance (1994) and a Master’s degree (MSc) in Business Finance (1995). After winning a scholarship by the Cyprus Government he received a Master’s degree in Public Service Management (2010). Ηe is also a member of the Institute of Chartered Accountants in England and Wales (1998) and the Institute of Certified Public Accountants of Cyprus (1998). During his career in the Private Sector, he gained an extensive experience in Finance, Audit and Taxation. He joined the Public Sector after ranking first in the entrance exams in 2004. Throughout the years he served in various managerial positions, gaining wide spread experience and having the opportunity to represent the government in a lot of meetings and conferences worldwide. In 2016 he was appointed by the Council of Ministers as Deputy Commissioner of Taxation. Since the 1st of July 2022, he was appointed by Public Service Commission, Commissioner of Taxation.

Maria Gregoriou is the current Vice Chairman of the Tax Planning Committee of the Cyprus Bar Association. She has an excess of 15 years professional experience in the UK and Cyprus and specializes in Cyprus and international tax developments.

Andreas Karaolis is the Certified Public Accountant and Registered Auditor, FCCA, managing partner of Ecovis Cyprus, Chairman of the Tax Compliance Committee of the Institute of Certified Public Accountants of Cyprus, member of the Supervisory Board of Ecovis International, Chairman of the Ecovis International Quality Development Board and member of Ecovis International Tax Task Force. His primary focus over the last 25 years has been on tax compliance and advisory, with special emphasis on SMEs.

Christina Agathangelou is the Deputy CFO of Bank of Cyprus since 2020, heading the financial control unit of the Finance Division. Under her responsibility are the units of Accounting and Reporting, Financial Planning and Analysis, Direct and Indirect Tax, Recovery and Resolution, Regulatory Reporting and Central Accounting Unit. Prior to joining Bank of Cyprus, Christina was with EY Cyprus for 16 years, an Associate Partner in the Assurance practice, specialising in the financial services sector with a focus on the banking industry, leading advisory and audit engagements and heading the Financial Accounting and Advisory Services team at EY. She was also a member of the EMEIA IFRS Desk and a member of the EMEIA financial instruments working group.

Alexis Alichanidis joined Exness in 2016 as a financial controller, following his successful career in PWC. During the years in Exness he managed to transform the financial department of the Group from a small team of 3 specialists into a highly competent, agile, and integrated function capable of adding value through successful management of business, regulatory and tax risks and delivery of actionable insights to support strategic and financial planning and decision-making process. Alexis became a valuable member of the Exness executive team contributing to the success of the Group. Alexis Alichanidis joined Exness in 2016 as a financial controller, following his successful career in PWC. Andreas is a member of ICAEW. He also holds the Advanced Diploma in International Taxation (ADIT) from the CIOT in the UK. Andreas holds the position of Director in the Tax Services Department of Baker Tilly Cyprus. He has experience in international tax planning and on structuring operations and transactions for international clients in various industries. Furthermore, he has extensive experience in providing tax transaction advisory to both local and international clients with operations in Cyprus and abroad. He has also been involved with several due diligence projects concentrating on direct and indirect tax issues in a variety of industries.

Rachel Zarb Cousin is a Director within the Tax business at Deloitte Malta and leads the International Tax service line. Rachel focuses on international tax consulting and advises both local and multinational clients operating in various industries including financial services and life sciences and health care. Rachel’s main focus is on group restructurings, inbound investment structuring and private equity investments. Rachel is the Grants and Incentives Leader at Deloitte in Malta where her responsibilities include advising clients on grants and incentives available locally as well as EU funding. From a project management perspective, Rachel has been responsible for managing several projects varying in size, budget and number of team members. Her portfolio of engagements for which she has been responsible include various projects of a large scale involving several team members and an increased level of complexity and coordination.

Iacovos Themistocleous is a Senior Tax Manager and Board Member at RSM Cyprus, specialising in local and international taxation and also acting as the Firm’s Money Laundering Compliance Officer. He offers tax advisory services to a diverse portfolio of clients, including high-net-worth individuals, private companies and multinational groups. He commenced his career in 2014 when he trained as an auditor and qualified as a Certified Accountant. His experience includes advising clients on tax compliance matters, financing structures, corporate restructurings and other international tax projects. Iacovos holds a BA (Hons) in Accounting and Finance from De Montfort University, Leicester. He is a Fellow Member of the Association of Chartered Certified Accountants (ACCA), an Associate Member of the International Compliance Association (ICA) and a member of the Institute of Certified Public Accountants of Cyprus (ICPAC).

Michael Grekas is a Board Member and leads the Indirect Tax function and the Tax Technology development team at KPMG. He has extensive experience in Cypriot and European VAT legislation, EU VAT matters and decisions of the European Court of Justice (ECJ). Michael has provided professional services to several large both multinational and local enterprises of various sectors, focusing on the financial services and real estate industries. He has provided indirect tax advisory services to several financial and payment institutions, Cypriot investment firms, UCITS, AIFs and real estate companies. He was involved in various projects concerning VAT automation solutions and assists in the VAT coding design and implementation. He is also Vice-Chairperson of the VAT committee of ICPAC (Institute of Certified Public Accountants of Cyprus). Michael is the instructor in various KPMG training courses, presenter for various KPMG seminars and author of indirect tax publications. In 2015, Michael was certified by the HRDA as a “Trainer of Vocational Training”.


Joanne Theodorides is a member of the Institute of Chartered Accountant in England and Wales (ICAEW) and a member of the Institute of Certified Public Accountants of Cyprus (ICPAC). She has 30 years professional experience in the UK and Cyprus, including 15 years with PwC Cyprus. Her current areas of focus include Cyprus and international tax developments, Fiscal State aid and tax advice on business changes. She also has experience in tax audit and compliance. She is a member of PwC’s European Union Direct Tax Group (EUDTG) Technical Committee and State Aid Working Group.

Dr. Panayiotis Nicolaides is Director of Research at the EU Tax Observatory; a leading research centre at the Paris School of Economics, dedicated to the study of tax evasion by large corporations and wealthy individuals. He is an expert in public finance and the economics of taxation. Previously, he worked at the European Commission and the Hellenic Ministry of Finance, where he served as Special Economic Advisor to finance ministers; Alternate Member at the Eurogroup Working Group; and Alternate Director at the European Stability Mechanism. He had a central role in the macroeconomic stabilisation of the Greek economy from 2015 to 2019.

Nicos Chimarides is the president of the Council of the Institute of Certified Public Accountants of Cyprus (ICPAC). He has been a member of the ICPAC Council for more than 10 years and has served in the Taxation Committee, Education Committee and other committees of the Institute. He is a partner in PwC Cyprus, a member of the firm’s Management Board and Tax & Legal Leader. His specialisation is in international tax and has over 25 years of experience in advising large MNCs on international tax matters. Nicos Chimarides is a member of the Institute of Chartered Accountants in England and Wales and holds a Bachelor’s degree in Economics and Computer Science from Queen Mary College, University of London.

Costas Markides is heading the International Tax practice of KPMG in Cyprus. He is a Member of the American Institute of Certified Public Accountants (AICPA) and a Member of the Institute of Certified Public Accountants of Cyprus (ICPAC). Costas Markides is also a Member of the Tax Reform advisory committee and a Member of the advisory team supporting the Ministry of Finance during Tax Treaty negotiations. He is the president of the Cyprus/Kazakhstan Business association, an association which is operating under the auspices of the Cyprus Chamber of Commerce and Industry (CCCI). He is a frequent speaker on topics related to International Tax and has published many articles on the subject, in Cyprus and the US.

Philippos Raptopoulos is the Head of Tax and Legal Services of EY in Cyprus since 2013 and a Partner in the Firm since 2010. He joined Ernst & Young Cyprus in 2008 after serving for 10 years in a senior position with the Cyprus Tax Department, gaining experience in all areas of the Cyprus tax legislation. He is a Holder of a bachelor’s degree in Accounting & Finance and a fellow qualified Certified Accountant, and he is a member of the Institute of Certified Public Accountants of Cyprus (ICPAC) and a member of the Tax Committee of ICPAC. Also, he is a member of the Cyprus Treaty Negotiation Team.

Antonis Taliotis is the Tax & Legal Services Leader of Deloitte Cyprus and immediate past chairman of the Tax Planning & Policy Committee of the Institute of Certified Public Accountants of Cyprus. He holds a B.A. degree in Accounting and has trained and qualified as a chartered accountant in the United Kingdom. Before joining Deloitte, Antonis worked for the Cyprus Tax Authorities as a Principal Tax Assessor, accumulating extensive experience in many areas of national and international taxation. Back in 2002, Antonis was actively involved with the team of experts advising the Cyprus Government on the latest major tax reform, which harmonized the Cyprus tax system with EU law and the OECD requirements. In addition to offering tax compliance and tax advisory services to his portfolio of clients, Antonis is also a tax consultant to the Cyprus Shipping Chamber, and a regular speaker in conferences and seminars. Antonis Taliotis is a member of the ICAEW, a member of ICPAC and a member of the International Fiscal Association (IFA).

Raluca Enache is a member of KPMG’s EU Tax Centre and is based in Bucharest. Raluca has over 15 years experience in EU and international direct tax law, more recently with a focus on anti-abuse measures and transparency initiatives, including the EU Mandatory Disclosure Rules, the OECD BEPS 2.0 initiative, EU anti-abuse legislation and state aid issues. Before joining the EU Tax Centre, Raluca Enache worked in KPMG’s financial services tax practice and spent three years in London advising institutional investors as part of the global operational taxes team of a large banking and financial services group.

Christos A. Theophilou is a distinguished tax expert, providing advisory services to both private and corporate clients on intricate international tax and transfer pricing issues. His expertise encompasses cross-border investments, private equity structuring, structured finance, intellectual property structuring, and international trade. Christos holds an MSc in Tax Law from Oxford University, a Bachelor’s degree in Economics, and an LLB Law. He is a Chartered Accountant in England & Wales and has obtained the Advanced Diploma in International Taxation (ADIT) from the UK Chartered Institute of Taxation. Christos is a prolific contributor to various esteemed international tax publications, including IBFD, Tax Notes International, Bloomberg Tax, International Tax Review, Edward Elgar, and IFA. Christos is a member of the Tax Policy and Strategy committee of the ICPAC. Christos also serves as a freelance lecturer for Tolley’s (LexisNexis) and IBFD, where he lectures on ADIT Paper 1: Principles of International Tax, ADIT Paper 3: Transfer Pricing, and Pillar 2. He is a frequent speaker at international tax conferences, sharing his extensive knowledge and insights with the global tax community.

Having completed a university degree in Business Administration and specialization in Science management at the University of Cranfield, Christodoulos Angastiniotis is the CEO of the VitaTrace Nutrition (VTN) Group of Companies, while he has a rich leadership portfolio within organizations, business associations and companies, such as the presidency of the Cyprus Chamber of Commerce and Industry (2017-2023), the presidency of CIPA (2011-2018), the presidency of the PanCyprian Association of Veterinary Medicine (2007-2013), etc. In 2010, Christodoulos Angastiniotis was awarded with the annual quality award for his outstanding contribution to the upgrading of the quality of Cyprus, by the Ministry of Finance and the Cyprus Quality Organization.

Demis Ioannou is a lawyer and chartered accountant, with extensive experience in corporate tax law, TP and international tax law. He advises clients on TP and complex tax issues, using his comparative knowledge of tax laws in the US, UK, Canada and Australia. Demis Ioannou holds an MSc in Tax Law from Oxford University, where he wrote his dissertation on the OECD BEPS Project under the supervision of Richard Collier (former head at the OECD in Treaty & TP division). Demis published and presented a paper on the history of Cypriot income tax law at the Cambridge Tax Law History Conference.

Augoustinos Papathomas is a partner in the Restructuring Advisory team of FRP UK office in Cyprus. He has significant experience working in the professional services sector having spent time at big accountancy firms. He holds a BSc and BEng in Engineering, Manufacture and Management degree. He is a fellow member of the Institute of Chartered Accountants in England and Wales, a member of the Insolvency Committee of ICPAC and a qualified Insolvency Practitioner. Augoustinos is currently a Vice Chairman of the Board of the Cyprus Chamber of Commerce and Industry, leading the Services Division. He has served as Chairman of the Famagusta Chamber of Commerce and Industry for the period 2017-2023 and he is also a Board member for local and overseas enterprises.

Ioanna Stylianidou is a Fellow Member of the Institute of the Institute of Chartered Accountants in England and Wales and a member of the Institute of Certified Public Accountants of Cyprus (ICPAC). She holds a Masters degree in Economics (University of Cyprus) and a Bachelor degree in Accountancy (University of East Anglia, UK). Ioanna is currently the Head of Transfer Pricing Services in PwC Cyprus and has extensive experience in advising prominent multinational and regional companies on (amongst others) setting up/developing their TP models and policies, assisting in the preparation of TP documentation (TP studies, Master/Local Files, CbC reports) and dispute resolution. She also has wide experience in supporting large local and international groups on direct and indirect tax compliance and advisory matters. Ioanna is also an active member of the ICPAC Transfer Pricing sub-committee. Before joining PwC, Ioanna worked as a principal tax assessor at the Cyprus Tax Department carrying out tax audits of large corporations and was seconded to the Tax Policy and Administration Directorate of the Ministry of Finance in Cyprus, where she was involved in the formulation of fiscal policy, drafting tax legislation and representing Cyprus to various tax working groups of the European Council. She was also the appointed representative of Cyprus to the EU Joint Transfer Pricing Forum.

Demetris holds a BSc. in Computer Science and Accounting (Joint Honours) and is a fellow member of the Institute of Chartered Accountants in England and Wales (ICAEW) in London. He is a Board member of KPMG since 1991, First Vice Chairman of the Board of the Employers and Industrialists Federation of Cyprus (OEB), President of the Cyprus Organization for Standardisation, member of the Institute of Certified Public Accountants of Cyprus and of the Cyprus Institute of Internal Auditors of Cyprus, member of the Tech Board of the Institute of Chartered Accountants in England & Wales and member of the Advisory Board for the School of Economics and Management of the University of Cyprus.

The Cyprus Integrity Forum (CIF) was initiated in 2010, registered in the year 2011. It is an independent, non-governmental, non-politically partisan, and non-profit organization. The Cyprus Fiduciary Association (CYFA), established in 2011, is the representative body of regulated Administrative Service Providers (ASP’s) in Cyprus. The Cyprus Institute of Internal Auditors (IIA Cyprus) was founded in 1998 and today has about 550 members. It is governed by an elected Board of Directors of ten members, which is supported by four committees. The vision of IIA Cyprus is to be the fundamental institution that represents, promotes and upgrades the Internal Audit profession in Cyprus. Its mission is the continuous promotion and recognition of the profession, as well as the enrichment of its members’ knowledge and skills by providing relevant educational and training courses.

The Institute of Certified Public Accountants of Cyprus (ICPAC) is the relevant authority for the accountancy profession in Cyprus. Established in 1961, ICPAC currently has more than 5.300 professional accountants as members and another 3,500 students and graduates. Its principal objectives include the provision of an organisational framework for all professional accountants, the support and the promotion of the activities and interests of the accountancy profession, safeguarding the reputation of the profession and adherence to the Code of Ethics by all its members, as well as the continuous professional development and updating of members on issues relevant to accounting, auditing and other business matters. In addition, ICPAC has been delegated the task to regulate the audit profession and is also a competent authority under the Anti-Money Laundering laws, the Laws on the regulation of enterprises providing administrative services and the Insolvency Practitioners Law. ICPAC is a key stakeholder in the economy of the country, playing a vital role to establish and maintain Cyprus as a prominent international business centre of good repute. It provides assistance to the Government and its departments, participates in the parliamentary consultation, as well as cooperates harmoniously with other bodies of the private sector. Furthermore, ICPAC is active outside the boundaries of Cyprus via a network of international accountancy and other professional bodies.
